वाशिंगटन। अमेरिका के राष्ट्रपति डोनाल्ड ट्रंप ने एक बार फिर दावा किया है कि उन्होंने भारत-पाकिस्तान के बीच युद्ध को ‘‘परमाणु युद्ध’’ में बदलने से रोक दिया था और उन्हें यह धमकी दी थी कि अगर दोनों पड़ोसी देश संघर्ष विराम पर सहमत नहीं हुए तो वह कोई व्यापार समझौता नहीं करेंगे तथा उन पर शुल्क (टैरिफ) लगाएंगे।
ट्रंप ने मंगलवार को ‘व्हाइट हाउस’ में एक कैबिनेट बैठक के दौरान यह टिप्पणी की। अमेरिकी राष्ट्रपति ने यह भी दावा किया कि उन्होंने प्रधानमंत्री नरेन्द्र मोदी से बात की थी। उन्होंने कहा, ‘‘मैंने एक बहुत ही शानदार इंसान, नरेन्द्र मोदी से बात की। मैंने पूछा, ‘आपके और पाकिस्तान के बीच क्या चल रहा है?’ नफरत बहुत अधिक थी। यह बहुत लंबे समय से चल रहा है, कभी-कभी तो अलग-अलग नामों से सैकड़ों वर्षों से चल रहा है।’’
अमेरिकी राष्ट्रपति ने कहा, ‘‘मैंने कहा, मैं आपके साथ कोई व्यापारिक समझौता नहीं करना चाहता… तुम लोग परमाणु युद्ध में उलझ जाओगे… मैंने कहा, कल मुझे फिर फोन करना लेकिन हम आपके साथ कोई समझौता नहीं करेंगे या हम आप पर ऐसे शुल्क लगाएंगे जो इतने ऊंचे होंगे कि आपका सिर चकरा जाएगा।’’
ट्रंप ने कहा, ‘‘पांच घंटे के भीतर यह (युद्ध खत्म) हो गया। शायद यह फिर से शुरू हो जाए लेकिन अगर ऐसा हुआ तो मैं इसे रोक दूंगा।’’ उन्होंने यह भी दावा किया कि ‘‘सात विमान या शायद उससे भी ज़्यादा’’ गिराए गए।’’ हालांकि, उन्होंने स्पष्ट रूप से यह नहीं बताया कि वह किस देश के विमान की बात कर रहे थे।
राष्ट्रपति ट्रंप की यह टिप्पणी भारतीय वस्तुओं पर 50 प्रतिशत के शुल्क के 27 अगस्त यानी आज से लागू होने से कुछ ही घंटे पहले आयी है। इससे पहले, सोमवार को ट्रंप ने ‘व्हाइट हाउस’ में दावा किया था कि उन्होंने विश्वभर में सात युद्ध रुकवाए हैं जिनमें भारत और पाकिस्तान के बीच हुआ युद्ध भी शामिल है।
उन्होंने कहा कि इनमें से चार युद्ध उन्होंने शुल्क और व्यापार के जरिये रोके। ट्रंप ने 10 मई को सोशल मीडिया पर भारत और पाकिस्तान के वाशिंगटन की मध्यस्थता के बाद ‘‘तत्काल’’ संघर्ष विराम पर सहमत होने की घोषणा की थी। इसके बाद से वह 40 से अधिक बार अपना यह दावा दोहरा चुके हैं कि उन्होंने भारत और पाकिस्तान के बीच तनाव कम करने में मदद की थी।
भारत लगातार यह कहता रहा है कि पाकिस्तान के साथ शत्रुता की समाप्ति पर फैसला दोनों सेनाओं के महानिदेशकों (डीजीएमओ) के बीच सीधे संवाद के बाद हुआ था। प्रधानमंत्री नरेन्द्र मोदी ने संसद में कहा है कि किसी भी देश के नेता ने भारत से ‘ऑपरेशन सिंदूर’ को रोकने के लिए नहीं कहा था। विदेश मंत्री एस. जयशंकर ने स्पष्ट रूप से कहा है कि ऑपरेशन सिंदूर के दौरान पाकिस्तान के साथ संघर्ष विराम में किसी तीसरे पक्ष का हस्तक्षेप नहीं था।
