अब सुरक्षित होंगे इंसान और श्वान: यूपी सरकार ने जारी की नई गाइडलाइन
प्रदेश सरकार ने शहरी क्षेत्रों में आवारा श्वानों के बढ़ते खतरे और फीडिंग विवादों को देखते हुए नई गाइडलाइन जारी की है। यह गाइडलाइन एनिमल बर्थ कंट्रोल (स्वान) नियमावली, 2023 के अनुरूप तैयार की गई है, जिसमें सुरक्षित फीडिंग व्यवस्था, स्थायी नसबंदी अभियान और जन-जागरूकता पर जोर दिया गया है।
नगर विकास विभाग द्वारा जारी परिपत्र के अनुसार, हर वार्ड में संरचित फीडिंग ज़ोन बनाए जाएंगे, जो बच्चों के खेल स्थलों, स्कूलों या भीड़-भाड़ वाले रास्तों से दूर होंगे। भोजन कराने का समय भी इस तरह तय किया जाएगा जिससे किसी की सुरक्षा प्रभावित न हो। खासतौर पर, फीडिंग कर रहे लोगों की जिम्मेदारी तय करते हुए कहा गया है कि वे केवल निर्धारित स्थानों पर ही भोजन दें और स्वच्छता बनाए रखें। समाज कल्याण की भावना के साथ कार्य कर रहे पशुप्रेमियों को नसबंदी और टीकाकरण अभियान में भागीदारी के लिए प्रेरित किया गया है। गाइडलाइन के अनुसार, यदि किसी क्षेत्र में फीडिंग को लेकर विवाद उत्पन्न होता है तो वहां एक विवाद निस्तारण समिति गठित की जाएगी, जिसमें मुख्य पशुचिकित्साधिकारी, पुलिस अधिकारी, आरडब्ल्यूए सदस्य और शिकायतकर्ता शामिल होंगे। समिति का निर्णय अंतिम माना जाएगा।
पशुप्रेमियों को डराना-धमकाना अब दंडनीय अपराध
गाइडलाइन के तहत तय ज़ोन के बाहर श्वानों को भोजन देना पूरी तरह से प्रतिबंधित किया गया है। स्थानीय निकायों को सूचना बोर्ड लगाने के निर्देश दिए गए हैं। साथ ही, पशुप्रेमियों को डराना या धमकाना अब दंडनीय अपराध की श्रेणी में आएगा। स्थानीय निकाय नियमों की जानकारी और फीडिंग ज़ोन के प्रचार हेतु विशेष जागरूकता अभियान चलाएंगे। राज्य स्तर पर नगर विकास निदेशालय में अतिरिक्त निदेशक की अध्यक्षता में एक मॉनिटरिंग सेल गठित की जाएगी।
गोद लेकर छोड़ना अपराध, रेबीज़ पीड़ितों को पृथक केंद्र
श्वानों को गोद लेने की सुविधा दी गई है, लेकिन गोद लेने के बाद उन्हें छोड़ना कानूनन अपराध होगा। आक्रामक या रेबीज़ से संक्रमित श्वानों को विशेष निगरानी केंद्रों में रखा जाएगा। साथ ही, नगर निकायों में नोडल अधिकारी नामित होंगे जो सभी गतिविधियों पर निगरानी रखेंगे।
नगर विकास विभाग के प्रमुख सचिव, अमृत अभिजात ने कहा है कि श्वानों के काटने की घटनाएं गंभीर जनस्वास्थ्य समस्या हैं। यह गाइडलाइन मानवीय दृष्टिकोण से बनी है, जिसमें सुरक्षा और पशु कल्याण दोनों सुनिश्चित किए गए हैं। सुरक्षित फीडिंग ज़ोन, विवाद निस्तारण समिति और सामुदायिक भागीदारी से न केवल बच्चों और बुजुर्गों की सुरक्षा होगी बल्कि पशु कल्याण भी सुनिश्चित होगा। स्थानीय निकायों को इन दिशा-निर्देशों का त्वरित अनुपालन करना होगा, जिसकी राज्य स्तर पर सतत निगरानी की जाएगी।
