सदन की कार्यवाही दो बार के स्थगन के बाद दोपहर दो बजे पुन: आरंभ होने पर लोकसभा अध्यक्ष ओम बिरला ने ‘अंतरराष्ट्रीय अंतरिक्ष स्टेशन पर भारत के पहले अंतरिक्ष यात्री – 2047 तक विकसित भारत के लिए अंतरिक्ष कार्यक्रम की महत्वपूर्ण भूमिका’ विषय पर विशेष चर्चा प्रारंभ कराई।
विपक्षी दलों के सदस्यों की नारेबाजी के बीच, विज्ञान एवं प्रौद्योगिकी राज्य मंत्री जितेंद्र सिंह ने अंतरिक्ष यात्री शुभांशु शुक्ला की अंतरिक्ष यात्रा पर चर्चा की शुरूआत करते हुए कहा, ‘‘एक भारतीय अंतरिक्ष यात्री 2040 में चांद की सतह पर उतरेगा।’’ उन्होंने कहा कि इससे 2047 तक विकसित भारत बनाने के प्रधानमंत्री नरेन्द्र मोदी के संकल्प की सिद्धि होगी।
उन्होंने इस दौरान शोर-शराबा कर रहे विपक्षी सदस्यों पर निशाना साधते हुए कहा, ‘‘यह कहते हुए बहुत पीड़ा महसूस हो रही है कि जब मुल्क में जश्न का माहौल है और देश अंतरिक्ष के क्षेत्र में उपलब्धियों का उत्सव मना रहा है, विपक्ष अंतरिक्ष क्षेत्र से जुड़े विशेषज्ञों को भी बधाई देने को तैयार नहीं है।’’ उन्होंने कहा, ‘‘आपकी नाराजगी सरकार के साथ हो सकती है। भाजपा और राजग के साथ हो सकती है।
लेकिन हैरत है कि आपकी नाराजगी एक अंतरिक्ष यात्री, गगनयान यात्री के प्रति भी हो सकती है।’’ सिंह ने नारेबाजी कर रहे विपक्षी सदस्यों की ओर इशारा करते हुए कहा, ‘‘आप धरती से नाराज हैं, आकाश से भी नाराज हैं और आज अंतरिक्ष से भी नाराज दिख रहे हैं।’’ उन्होंने कहा, ‘‘विपक्ष का प्रदर्शन अपने प्रति नाराजगी का इजहार है क्योंकि वह अपने हर मंसूबे में विफल है। उनकी कोई बात नहीं बन पा रही।’’
मंत्री ने शुभांशु शुक्ला के अंतरराष्ट्रीय अंतरिक्ष स्टेशन की यात्रा का उल्लेख करते हुए कहा कि वहां किये गए प्रयोगों में ‘‘स्वदेश विकसित किट’’ उपयोग की गई और आत्मनिर्भर भारत के मंत्र का पालन इन्हीं प्रयोगों से हुआ। उन्होंने कहा कि अंतरिक्ष यात्रा के बाद कल (रविवार को) ही शुभांशु का राष्ट्रीय राजधानी में आगमन हुआ और इससे कुछ समय पहले ऑपरेशन सिंदूर के दौरान अंतरिक्ष में भारत की क्षमताओं का प्रदर्शन देखकर सारे विश्व ने हिंदुस्तान का लोहा माना।
उन्होंने राजग सरकार की उपलब्धियों को रेखांकित करते हुए कहा कि ऑपरेशन सिंदूर के दौरान अंतरिक्ष विभाग की जो भूमिका रही है, उसके लिए प्रौद्योगिकी पिछले 10 साल में विकसित की गई। मंत्री ने पूर्ववर्ती सरकारों पर निशाना साधते हुए कहा कि यह सवाल पूछा जाएगा कि ऐसा क्या कारण था कि 50 से 60 साल तक हमारा अंतरिक्ष विभाग एक सुस्त रफ्तार में काम करता रहा।
उन्होंने कहा कि 2020 में निजी क्षेत्र के लिए अंतरिक्ष क्षेत्र को खोलने के बाद, भारत की अंतरिक्ष अर्थव्यवस्था पहले ही आठ अरब अमेरिकी डॉलर तक पहुंच चुकी है और अगले दशक में 45 अरब अमेरिकी डॉलर तक पहुंच जाएगी। इससे पहले, लोकसभा अध्यक्ष ने कहा, ‘‘यह हमारे लिए गर्व और उत्साह का क्षण है। सदन भारतीय वायुसेना के ग्रुप कैप्टन शुभांशु शुक्ला का भारत की धरती पर हार्दिक अभिनंदन करता है।’’
