नई दिल्ली। सुप्रीम कोर्ट ने बिहार की मतदाता सूची से हटाए गए मतदाताओं को आधार कार्ड के साथ ऑनलाइन फॉर्म भरने की शुक्रवार को अनुमति देते हुए राजनीतिक दलों से ऐसे लोगों की मदद करने का निर्देश दिया। न्यायमूर्ति सूर्य कांत और न्यायमूर्ति जॉयमाल्या बागची की पीठ ने कहा कि मसौदा मतदाता सूची से हटाए गए 65 लाख मतदाता फॉर्म 6 या आधार कार्ड जैसे 11 दस्तावेजों में से किसी एक के साथ ऑनलाइन पंजीकरण के लिए आवेदन कर सकते हैं।
पीठ ने इस बात पर हैरानी जतायी कि राजनीतिक दलों के 1.68 लाख बूथ स्तर के एजेंट (बीएलए) ने हटाए गये मतदाताओं के नाम के संबंध में अब तक सिर्फ दो आपत्तियां ही दर्ज की हैं। शीर्ष अदालत ने कहा, “दूसरी ओर, कुछ राजनीतिक दलों का कहना है कि उनके बीएलए को आपत्तियाँ दर्ज करने की अनुमति नहीं दी जा रही है।”
पीठ ने आदेश देते हुए कहा, “बेहतर स्पष्टता सुनिश्चित करने और यह सुनिश्चित करने के लिए कि प्रत्येक मतदाता अपने स्वतंत्र अधिकार के अलावा सूची में शामिल होने के लिए खुद आवेदन करें। इसके अलावा मामले से संबंधित सभी 12 राजनीतिक दल अपने कार्यकर्ताओं को ऐसे फॉर्म भरने में सहायता करने के लिए विशिष्ट निर्देश जारी करें।”
शीर्ष अदालत ने बिहार में मतदाता सूचियों के विशेष गहन पुनरीक्षण के लिए 24 जून को शुरू की गई चुनाव आयोग की पहल को चुनौती देने वाली याचिकाओं में सभी 12 राजनीतिक दलों को पक्षकार बनाया है। पीठ ने कहा, “राज्य निर्वाचन अधिकारी राज्य के राजनीतिक दलों को आदेश के बारे में सूचित करें और अदालत में उपस्थित होकर स्थिति रिपोर्ट दाखिल करें।”
शीर्ष अदालत ने बूथ स्तर के अधिकारियों को ऐसे फॉर्म प्राप्त होने की सूचना देने का निर्देश दिया। अदालत ने स्पष्ट करते हुए कहा कि ऐसी सूचना देने का मतलब फॉर्म पूरा करना नहीं है। साथ ही, अधिकारी वेबसाइट पर ऐसी आपत्तियों की वांछनीयता पर विचार करेंगे।
