बदलाव की ज़रूरत या जल्दबाज़ी?
उत्तर प्रदेश में पिछले कुछ वर्षों से सरकारी स्कूलों में छात्रों की गिरती संख्या, शिक्षक अनुपलब्धता और संसाधनों की कमी जैसे गंभीर मुद्दे उठते रहे हैं। ऐसे में मुख्यमंत्री योगी आदित्यनाथ की सरकार ने शिक्षा को प्रभावशाली और केंद्रित बनाने के लिए 2025 से एक ‘स्कूल मर्जर नीति’ लागू की है। इस नीति के अनुसार, जिन प्राथमिक स्कूलों में 50 से कम छात्र हैं, उन्हें आसपास के अन्य स्कूलों में मर्ज किया जा रहा है।
जमीनी हकीकत?
हाल ही में बलरामपुर, अंबेडकरनगर और कानपुर देहात जैसे ज़िलों में 1000 से अधिक स्कूलों को मर्ज किया गया। रिपोर्ट बताती है कि मर्जर के बाद छात्रों की संख्या में 10% तक गिरावट दर्ज हुई है। कई माता-पिता ने बच्चों की सुरक्षा को लेकर चिंता जताई, तो कई गाँवों में स्कूल भवनों के खाली होने से वह शिक्षा केंद्र ही बंद हो गए जो कभी समुदाय की पहचान थे।

शिक्षा अब नज़दीक नहीं रहेगी — मर्ज के बाद कई छात्र 3–5 किमी दूर स्कूल जाने को मजबूर हैं। बच्चों को खेतों, सुनसान रास्तों और पगडंडियों से होकर जाना पड़ रहा है। - बेटियों की शिक्षा को सबसे बड़ा झटका
सामाजिक असुरक्षा, परंपरा और दूरी मिलकर बालिकाओं के स्कूल छोड़ने का कारण बन सकती हैं। यह बालिका शिक्षा मिशन के लक्ष्य को पीछे धकेल देगा। - सरकारी शिक्षा पर विश्वास डगमगाएगा
जिन गांवों में अब स्कूल नहीं हैं, वहां के माता-पिता बच्चों को या तो प्राइवेट स्कूल भेजने को मजबूर होंगे या पढ़ाई छुड़वा देंगे।
क्या यह मुद्दा चुनावी बनेगा?
- सपा और आप जैसी विपक्षी पार्टियों ने इस नीति को “गरीब विरोधी” और “शिक्षा विरोधी” बताया है।
- पोस्टर वार में सपा ने “टोपी वाला देगा 2027 में शॉक” जैसे नारे दिए हैं।
- सुप्रीम कोर्ट में यह मामला अब विचाराधीन है, क्योंकि हाईकोर्ट ने नीति को सही ठहराया था।
संभावित समाधान
- ग्रामीण परिवहन योजना लागू करें: छोटे बच्चों के लिए स्कूल बस या साइकिल योजना (जैसे ‘कन्या विद्या धन’ की तरह) लाई जानी चाहिए।
- सामुदायिक सहभागिता बढ़ाएं: ग्राम पंचायत, SMC (School Management Committee) और PTA को निर्णय प्रक्रिया में भागीदार बनाएं।
- शिक्षकों की विशेष ट्रेनिंग: बड़े स्कूलों में भीड़ संभालने और बच्चों को अलग-अलग स्तर पर पढ़ाने के लिए शिक्षकों को प्रशिक्षित किया जाए।
- टेक्नोलॉजी का उपयोग: बच्चों की उपस्थिति, लर्निंग आउटकम और ट्रैकिंग के लिए App आधारित समाधान शुरू करें।
सुधार की राह सही है, पर रास्ता कांटों भरा
“नीति की मंशा सकारात्मक हो सकती है, लेकिन अगर उसकी ज़मीन तैयार न हो तो नतीजे उलटे हो सकते हैं।”
बिना परिवहन, सामुदायिक सहयोग और महिला सुरक्षा के ध्यान में रखे यदि स्कूल मर्जर होता है, तो यह “पढ़ाई को पास लाने के बजाय, बच्चों को पढ़ाई से दूर” कर देगा। सरकार को चाहिए कि वो डेटा के साथ-साथ संवेदनशीलता और ज़मीनी हकीकत को भी प्राथमिकता दे।
